City Council Legislative Redistricting

Every decade, following certification of federal census data, Indiana Code requires the City Council to redraw its legislative districts so each district is substantially equal in population. This process, called redistricting, is important in ensuring that each City Council member represents about the same number of constituents. 

Redistricting determines which constituents are represented by respective Council members based on their residential addresses within the City of Franklin. Franklin currently has five Council districts.

What factors have to be considered when a city goes through a redistricting process?

Indiana Code section 36-4-6-4 establishes certain minimal criteria for the redistricting process for a third class city including the following standards:

  • The district must be composed of contiguous territory, except for territory that is not contiguous to any other part of the city.
  • The district must be reasonably compact.
  • The district does not cross precinct boundary lines except in specified circumstances.
  • The district must contain, as nearly as possible, equal population.
