The City of Franklin is located approximately 20 miles south of Indianapolis, and serves as the Johnson County seat. The community's proximity to Indianapolis and strong local economy make it one of the state's fastest growing cities. The 2010 population is 23,712 residents. According to the U. S. Bureau of the Census, the 2010 population of the City of Franklin was 23,712 persons. Of that figure, 26.3% (6,237) were under the age of 18, while 14.6% (3,464) were over the age of 65. The median age of Franklin residents was 33.2 years, compared with an Indiana median of 36.6 years. Overall, the population for Franklin is still growing, but the rate of growth has slowed to a more natural level and the diversity of the city has slightly increased since the 2000 Census. These concentrations arise from the continuing reliance upon a traditional industrial base, and the current shift toward service orientated firms, as well as retail trade. Current focus of many municipalities has been to rebuild the traditional manufacturing base, which has deserted them in the past. Franklin's industrial base has remained local for many years, and recently the city has seen an increase in some non-traditional industrial firms.

The industry located in Franklin is which has historically been concentrated into manufacturing firms has declined significantly between 2002 and 2007, with a loss of over 500 employees in that sector alone.  The total number of employees is up, however, over that same time period indicating a shift from manufacturing into other areas.  The sectors with the largest increases over that time span are 1)Professional, Scientific, and technical services, 2) Administrative, Support, Waste Management and Remediation Services, and 3)Accommodation and Food Services, with each adding over 240 workers.  Average hourly incomes have also risen by just under $2.00/hour from 2002 to 2007.
