Event Description:

The City of Franklin Plan Commission will hold a public presentation and hearing on the 16th day of February, 2010, at 7:00 p.m. at the Artcraft Theatre, located at 57 N. Main Street, Franklin, Indiana, to consider a Zoning Ordinance Amendment by the City of Franklin, case number PC 2009-30, for consideration of:

A request to amend Article 5: Overlay Districts of the City of Franklin Zoning Ordinance to add Article 5, Chapter 5 - Downtown Overlay (DT-OL); to amend Article 2: Administration to add Article 2, Chapter 6 - Design Review Committee, to amend Article 11, Chapter 11: Processes and Permits to add Article 11, Chapter 11 - Certificate of Appropriateness; to amend Article 12: Enforcement and Penalties; to amend Article 13: Definitions; and to rezone land to add the Downtown Overlay Zoning District.

The rezoning consists of properties located within the area bounded by; Vaught Street to the west; Forsythe Street to the east and properties abutting Forsythe Street; Young's Creek, Pitt Street, and Monroe Street to the south; and Adams Street and Herriott Street (to include Martin Place) to the north.

And will hold a Special Meeting on the 23rd day of February, 2010, at 7:00 p.m. in the Council Chambers of City Hall, located at 70 E. Monroe Street, Franklin, Indiana, for further consideration of the above request.

The purpose of the Downtown Overlay Zoning District is to establish an overlay district to address the unique characteristics of the properties in Franklin's Historic Downtown. The character of historic towns and the sense of place that it creates are defined by its history, and unique architecture and streetscape. Preservation of this indigenous design not only creates a visually inviting environment, but drives economic development. The general principles behind the Downtown Overlay Zoning District are: (1) Retain and restore what you have, (2) Harmonize new structures with the old, and (3) Provide for the automobile but design for the pedestrian.

Interested persons desiring to present their views upon the said request, either in writing or verbally, will be given the opportunity to be heard at the above mentioned times and locations. Written suggestions or objections to provisions of said request may be filed with the Secretary of the Commission, at or before such meeting and will be heard by the Commission at the time and place specified. Hearings may be continued from time to time as may be necessary. Copies of the petition may be examined at the City of Franklin Planning Department, 70 E. Monroe Street, Franklin, Indiana.
